They can replace it sometimes but most often not. No the cable router not supporting wifi ac will not affect the AirPort Extreme getting ac. But speed will still be limits to your overall cable speed. So on your local network you'll get ac speeds but if for instance you pay your cable provider for 20 Mbps you're not going to get more than that when surfing the net via the wifi ac router.
