How can I make a iCloud if it say this device made Anough accounts

I wanna make a iCloud account but it won't let me it keep saying you reached the limite of accounts for this device

You can't . There is a limit of the number of free iCloud accounts per device.

You are limited to 3 free accounts. However, you can create an iCloud account using an email address other than @icloud.com.
