Why does my Gmail account shows up in iCloud as my account?

My gmail account shows up in I cloud as my account

I'm trying to transfer I phone 4s to I phone 6 and when I click on tabs for mail and notes to be transferred, it says I need to create a I cloud account. Why, if my gmail account shows up as I cloud?

You need an iCloud email address if you are selecting Mail under iCloud.

Not quite. Notes also get synced for Exchange or Office 365 accounts. At least it does for my work Office 365 account and it did a few years ago before we stopped using our own Exchange servers.

Those notes get synced to those accounts though, not to iCloud.com to be able to add/edit/delete. Same Gmail, notes are buried within email labels.

Best way to do Notes is Toggle off in settings for Gmail and Toggle on for iCloud. Works better for me that way.
