When I try to FaceTime my phone is telling me I need a wifi connection. I thought the phone was a wifi connection.

If your phone is on cellular data, some carriers don't allow FaceTime over cellular.

Sounds like you are not connected to wifi. You can also use the cellular connection for FaceTime. Make sure it's turned on in Settings-cellular-FaceTime.
