Is it true that the Verizon iPhone 5s has the capability to use VoLTE and that Verizon will enable it through a firmware and/or software update in the near future?

VoLTE will come to devices that are capable of it with likely a combination of an iOS update and a carrier settings update... as to what devices will be compatible, it remains to be seen... I recall seeing the iPhone5 and above would be compatible when carriers enable it on their networks and they release the firmware updates.

I stand corrected... it may be that the iPhone5 may be capable, but VZW won't support it...

He was also saying it only works if the other person is also on a supported device.

If it was supported it would already be on it. Apple already has developed the software for it and they still sell the 5S so there is very little reason for it to be crippled in that way.

Also, other carriers would have rolled it out even if Verizon didn't. T Mobile iPhones do wifi calling, for example.

The 5 series does not support voice over lte. Period.

True. And if you drop from LTE to 3G, your call will drop. The iPhones also don't support the video calling feature, and the cross platform video calling without needing to settle on a specific service was probably the best feature of Advanced Calling 1.0
