Why can't I retrieve my contacts?

I could not retrieve my contacts

I lost my contacts after updating and changing my email to iCloud

Are they Gmail? Whichever, go to Settings >Mail, Contacts and Calendars,> Email account >Toggle on Contacts. I have both my Gmail contacts on and my iCloud contacts on. Works fine for me.
