Back your iPhone up to iCloud. Then, as you set up your iPad, it will ask you if you want to set up as new or to one of your devices. Just click on the iPhone and it should mirror your iPhone. Sometime all of your apps may not go through, for various reasons. Your will still have to put in passwords to your email accounts, etc.
