Why is a text not being sent to a specific phone number from my iPhone 6?

Text not being sent to a specific phone number from iphone 6

I cannot send text message to a specific phone number but I am able to send to all other friends who have different devices. The other person has not blocked my number too but still does not receive the SMS.

The problem is sending to a specific number phone number only.
