Why isn't Siri working on my new iPad Mini?

I have checked settings. If I use the home button a screen pops up that says "you can ask me these questions" but if I do I get no response. " Hey Siri " doesn't work at all,

If you haven't already, go to Settings - General - Siri and then enable the toggle button next to "Siri". Do the same underneath for "Allow Hey Siri".
