Help! I'm downloading IOS 8.1 and think it's frozen

Can't expand much more. iPad 2 has been rebooting for about 45 min now from IOS 8.1 update. It's been stuck with just a teeny bit to go for over 45 min so I'm not sure if it's frozen or still running. What should I do?

I'd try to do a restore and update through iTunes if it stays that way. I wouldn't give it too much more time though as it seems to be struggling.
