Why isn't my iPad able to update to the iOS 8.1 update?

My iPad is in desperate need of the iOS 8.1 update.

I've been trying for months and months to get my iPad to update to the new ISO 8.1 update and everytime I get the agree or disagree buttons it just stops and I have tried rebooting, shutting it down, pretty much everything. My iPad is sooooo slow and I can't barely use it due to this. Any help would be helpful at this point. Thanks

Make sure you have a strong connection. If your connection is weak, the update will not install. You could also try updating by connecting to iTunes.
