Why does my iPad Air 2 say touch ID needs a passcode when iPad restarts?

Ipad air 2 says touchid needs passcode when Ipad restarts

It's brand new. It isn't charging so I pushed the 2 buttons at once until the Apple sign came up. After unlocking it asks for the above but won't accept my fingerprint nor my passcode. Ideas please.

Upon restarting your device it will always ask for your passcode input the first time before you are able to resume using your TouchID sensor

You must remember your passcode and also remember that it's case sensitive if your using a long passcode instead of the simple four digit numerals
