should all upgrades to apps go to family members as well without paying again?

i shared Garmin and I have the traffic upgrade on it. When I shared with my wife she did not get traffic upgrade.

Not sure about that one you'll have to check the information about the app in the App Store.

My Wife and I share iTunes ID and use the same apps. When she downloads one with an in app purchase I made, if she want that, she has to find "Restore Purchase" in the App and tap on it. So find "Restore Purchase" in the App. It should work. But not sure with Family Sharing. We don't have that.

Update: I have found out that in app purchases are not included in Family Sharing. You would need to share the same iTunes ID.
