My iphone 5s wont allow imessage to activate. Can anybody help?

It was a replacement phone for a water damaged phone and i have restored the other to factory settings but the new phone wont send or receive texts... The imessage just says waiting for activation... I dont know what to do

Toggled iMessage on/off a few times and check the number associated and make sure it is checked. Hard reset the device as well
