Can you set up family sharing via itunes using a PC?

I don't have an apple devise but my daughters do and I would like to set up a family sharing account for them to manage their content.

You can use Family Sharing on your iPhone, iPad, or iPod touch with iOS 8, your Mac with OS X Yosemite and iTunes 12, or your PC with iCloud for Windows 4.0.
