Tap on the Contacts app and then tap on "Groups". Afterwards, tap on "All Contacts" to place a checkmark next to all of the listed groups, if any. Select "Done". Now search through the available listing to see if all of your contacts are present. Alternatively, if the contacts are associated with a configured email account, login to that account via a computer and verify that your contacts are present. If they are, then on your iPad, go to Settings - Mail, Contacts, Calendars - the aforementioned email account and toggle the button next to Contacts to disable it. Afterwards, re-enabled it.
