How do you add pictures to the photos app on iCloud.com?

The apple help document on iCloud says I don't see the upload button (am I missing something?):

Add new photos or videos:
Log in to iCloud.com, then click Photos.

Click Upload and select the photos or videos you want to add.

Click Choose to upload them to your library.

On iOS device, go to Settings - iCloud - Photos and then make sure that "iCloud Photo Library (Beta) is enabled. The pics on the device will auto upload to iCloud. You cannot directly upload pics to the site itself as of now.
