Which is it? Is the problem with attaching the photo or with sending the photo? To attach a photo, select the recipient, and then select the Camera icon to the left of the compose box, choose the photo, and then send it. If you are sending the photo to a non-Apple device, make sure that "MMS Messaging" is enabled in the Message settings. (Settings - Messages - MMS Messaging)
