Can I use an iPad with cellular service to make phone calls and iMessage without purchasing an iPhone?

I believe there is no phone application on the iPad, but iMessage uses data so should be available - I do not personally have an iPad - just seen my daughter in laws and recall getting iMessages. You can use 3rd party apps to make calls as long as others have the same app - Viber and Google voice are two I've used on my android tablet. I use my iPhone to recieve the authentication code then plug it into the app on my tablet and then I'm good to go.

The cellular service on an iPad is for data only. It doesn't support voice calls or SMS messages. However as mentioned above there are numerous third party VoIP apps that you could use.
