how can i reduce the size of the ipad3 home screen?

It won't respond to gestures or hard reset. This has been happening for a month with it returning to normal, but now it won't respond.

I don't have an iPad. But on an iPhone, I would think it's the Zoom in accessibility. Tap the screen twice with 3 fingers. That should get it back to normal.
