Location Access Permissions

Is up to Apple or App Developers to allow different choices for Location Access. I downloaded GeoCaching and was prompted to" Allow Location Access Even When Not Using The App".

I went into Location Settings and only get this:


Other apps have "While Using". I would rather not have certain apps use my location every second.

It appears different apps have different permissions. I myself am very puzzled by this

And that leads me to believe that App Devs make the decision on what choices consumers have.

The stock Weather App is Always or Never, but "While Using" like older iOS versions would make more sense.

Thanks! I would use more apps if if they included the "while using" for location access if the particular app even needed to use location at all. I'm a little alarmed that some apps require location access even though the app itself has nothing to do with location based needs. That is if they are not cashing in on data of that sort.
