My iPad won't let me send an iMessage becUse it says xxx is not registered with iMessage

This could have different explanations. One is that you are trying to iMessage someone to an email address that is not registered for iMessage... but can you please be more specific? is the other person an iDevice user? (ipad, iphone, ipod).
