Why am I unable to get my iPhone 3G to tether like it used to?

Hi I have an Iphone 3G. I cant get it to tether anymore. I have had this phone for , I dont know maybe 4 years, at least 3. When I first got it I could connect to the internet through blue-tooth. Since then I have gotten more laptops & got to where I could only do it by tethering. Not I cant even do that. I have a laptop now that I was tethering & it was working. I did a rest on my computer & after that, now I cant get it to tether. I have a windows 8 laptop , I have had in since November. I dont know, maybe cause the phone has some age on it I'm losing the ability to access the internet thought the phone. Any help is most appreciated!!

Who's your wireless carrier? Is it possible that they have blocked tethering due to a hotspot option that they offer for a price? I'm just guessing here.
