Assuming you are asking us how to find out the apple ID and password of the person who owned your device before you did- Only way is to ask them- no other way

Yes, if you are asking, "How I get it?", then phreddyl is right. There is no way to get that information except from the previous owner. If you can not contact the previous owner, you have a paperweight. If you can open the phone, check the contacts. The owner may be listed there. Or ask Siri who the phone belongs to. If it's stolen or lost phone, it should be returned to the owner.
