If I buy a new iPad, will all of my current apps be available w/out me having to buy them again?

My iPad 4 was stolen. I know what to do about that.
My question is, if I buy a new iPad, will all the apps I bought be "there" for me, or will I have to buy some of them again?

If you sign in to your new iPad with your current Apple ID then all of your purchased apps will be available to you in the "Purchased" section of the App Store.

If you've synched to iTunes on a computer, just restore your last back-up from the computer or iCloud, and sync to iTunes and the new iPad will be just like the one that was liberated from you.
