Hi Pat

Yes absolutely. I have an iPhone and iPad but nearly all of my home desktops are PCs and I use iCloud, iTunes and all manner of other Apple services perfectly fine from the PCs.

Depends on what you mean by compatibility really. If you just need the basics, like access to cloud services and syncing services, sure, just use iTunes as mentioned by the poster above, and iCloud, Dropbox, OneDrive, whatever floats your boat. Maybe even stuff like Remote Desktop or screen mirroring, all of which can be done between windows and iOS.

But do you mean more along the lines of Bluetooth file transfer, and OS integration? Cause when iOS 8 comes, AirDrop and Continuity/Handoff will be entirely restricted to any Apple devices with Bluetooth 4.0 only, no windows in the loop.

But otherwise, yes, you can use your Windows computer for everything phone related.
