If you really want one then buy one. There will always be something new coming out. I doubt anything new will be out before spring.

Hard to say. I have heard rumors of a retina one but who knows. If I wanted one now I would get it.

When it's this close to one possibly being announced I would wait. Couple of reasons....to make sure something isn't coming that I'd hate to miss out in and also because possible drops in price.

New version has been released recently, so it might be at least 10 months of waiting. The only change that may matter is introducing a retina display to the air line. But honestly retina version will suffer a price increase, so I'd say:
    - if you don't care about retina display - buy your air now.
    - if you want retina display, buy a MacBook Pro with retina display. Similar configuration, but with retina will cost you only about 500$ more, so I think it's worth it
