I'm in South America. How can I get my iPhone to recognize the SIM card?

i have an Iphone 5 at&t . 7.1.1

I am in southamerica and I am trying to activate the phone, but it won't recognize the sim card.

what can I do to fix the problem?

I currently have the phone in DFU mode.

Could the phone be locked to AT&T, and could that be the issue?

You would probably need to purchase an unlock for it and they are not cheap. They run about 100 US dollars.
