    Hello welcome to iMore, since this is your phone you would simply go to iCloud under settings and toggle iCloud to the off position. If this is not your phone, you could take it to your local Apple Store and have them assist you.

    You need the iCloud ID and the password. Or you could use the device as a paperweight. Unfortunately, those are your only options unless you are able to contact the person from whom you bought it and get them to unlock it or refund your money.

    The reason the device is locked to the iCloud account is a security measure, if your device gets lost or stolen you can wipe it and protect it from anybody else being able to use that device. So unfortunately the only thing you can do is get the seller to sign out of their iCloud account

    There is nothing you can do without finding the original owner of the device to get him dis activate it for you. Find the original owner if you can, or return the device to whoever give it to you or you just have one expensive useless device into your hands.
