Could be lots of things. Are data services still working? Can you send texts? Have you tried restarting the device. Best bet would be a reboot, hold the home button and the start button at the same time until the device restarts. That is until you see the Apple logo. Are you saying you CAN make out going calls but just not receive calls? Have you installed any apps recently?
