You got it from "road"? What does that mean? Did you find it? Does it belong to you? If it does belong to you, to what carrier is it locked? Are you talking about the SIM Lock or the Activation Lock?

Are you in cornwall? A long shot I know but if you did find this and are in cornwall a family lost it recently and have pics of their children on it that they won't get back unless they have their phone.

I don't understand what you mean by "road"... Do you mean that you FOUND the iPhone on the road? If so, no one here is going to help you unlock the iPhone... Your best bet is to return it to the owner because he/she is probably looking for it.
