Icloud won't back up even tho I follow directives for iPAD

What you mean turn off ? If it's complete off it won't backup also it must be connected to wifi

1. Your iPad must be turned ON in order for it to backup to iCloud or iTunes.
2. Go to Settings - iCloud - Storage & Backup and make sure "iCloud Backup" is enabled. If not, enable it.
3. Select "Back Up Now".
4. If iCloud being enabled, your device will automatically backup daily when it is turned on, locked and connected in to a power source.
