Is it legal to buy a locked IPhone 5S in the U.S. then unlock it in India?

The Iphone 5s is priced at USD 199 under contract.
Is it legal for me to buy an iphone from the USA (locked) and come back to India and unlock and use it.
What are the terms?

Excluding any local laws preventing you from doing so, you can purchase an iPhone via the USA, however, if I were you, I'd purchase one at full price directly from Apple that is already unlocked. As for the terms, wherever you opt to purchase your iPhone from, they will be made known to you or at least they should...

Also, bear in mind that typically the $199 price includes committing to a 2 year service contract with the carrier from which you purchase the device. You would responsible for paying the ETF if you do not fulfill the contract. The "non-contract" price is typically much higher.
