phone not charging

I have a i phone 4...My phone dont charge at all. I can plug it in and nothing but once it dead 0% I plug it in and it will say 15 may be 20 %. If I turn it off the plug then i plug it in n leave it on all day long sometimes it will give me 100%.... could it b fixed...??

It could be anything from the charging port itself to the wall charger to the cord. The easier thing to domes to try a new wall charger or cord or someone's that works. If that works great and if not then I would try and lightly blow out the port with canned air or take it to Apple or an authorized Apple repair to be checked.
