If you are actually referring to iMessage I would recommend turning it off in settings and restart your phone. Turn iMessage back on and try again.

In follow up to Jag above, if you aren't using iMessage, have you ever been able to receive texts from other phones? Is it one number in particular you can't receive from and can you test it yourself using a web-based texting solution by sending a text to your phone to try?
