What can I do with a blocked iPhone 5?

basically my uncle from france handed me his iphone 5 which is blocked,i think he transfered his icloud account on to the 5s so iw as wondering what i could do with it and if i could sell it somewere, or if i hand it to apple what would they say

so the phone has to have find my iphone app on it hopefully it does... or it just has to be connected through his icloud
