    Yes. You need to purchase an international plan. I think that T-Mobile has unlimited usage outside of the U.S.

    I've read the terms for some carriers and they will charge it as international, regardless of the fact that its a U.S. territory.

    Most of the carriers include Puerto Rico. Still, it's a good idea to check.
