iPad mini stopped downloading both music and apps

Was downloading music successfully through iCloud - new subscription, and the thing just froze even though left open overnight. I admit I raced ahead of the download and perhaps overburdened the system but have since retracted download requests, but now cannot download any apps either!
Can anyone help.

Reboot? Or sign out of iCloud and sign back in
