You can't. That's like asking how to backup a phone that is turned OFF. First, if your contacts are associated with an email service, more than likely they are intact online via that particular service. Second, you need to make a Genius Bar appointment with the nearest Apple store or authorized Apple repair shop and get your charging port repaired. After that, charge your iPhone, create and iCloud account, if you don't have one already, and then enable your contacts to be synced to iCloud.
