Sim card problem

My dad bought a new ipad mini. I inserted a sim card and its not functioning. I tried to call the but its says "the number is not completedly dialed" i already changed the sim twice

It seems you have a WIFI/cellular iPad mini if it has a sim card slot. None of the iPad Mini range has a phone function so dialling the number associated with the sim card for that device would not connect you.
