Setting up new iPad mini retina

Just bought my new iPad mini with retina and 7.0.4 and I am having trouble downloading from original Ipad 3 with 7.1 using iCloud.
Just a casual user and am looking for a solution.......thanks

1. Update your iPad Mini to iOS 7.1 either OTA (Over the Air) or via iTunes.
2. Create an iCloud backup of your iPad 3 unless that is what you've already done.
3. After updating to iOS 7.1 via your iPad Mini, select to restore from an iCloud backup when prompted and then select the backup you made from the iPad 3.

If you've bypassed the setup screen on your iPad Mini, you may have to go to Settings - General -Reset and then select "Erase All Contents & Settings", after updating to iOS 7.1, to get to the setup screen that will allow you to restore from the iCloud backup you made with your iPad 3.
