It's not hard to "open" an Apple ID...as long as the device you're using is yours and you know what the Apple ID is. It's only hard to "open" an Apple ID when you don't know what the appropriate Apple ID is, and that usually indicates that A.) The phone isn't yours to begin with and you shouldn't have it anyways...or B.) The person who sold you the device didn't properly reset the device before sending it to you, which simply requires a request from them to do so...OR...they probably stole the device, flipped it and in turn stole your money.
