I'm going to assume your referring to Passcode Lock. To turn it off, go to Settings > General > Passcode Lock (put in Passcode) >Turn off Passcode.

Personally, I don't recommend turning it off because if your iPad gets in the wrong hands, someone will have access to everything on it. You know better than anyone what works for you and if security isn't a huge issue, then go for it.

When you purchased your iPad, it did not come with a passcode lock enabled by default. In other words, you chose to enable it. If you no longer want it enabled, simply disable it. The instruction are in the post above mine, but don't complain to us about it being "very onerous", especially when that particular feature is for your benefit, and was enabled by you in the first place.
