We have a laptop & PC (Windows 7) on a wi-fi network router, using Virgin cable. Can we use this to call our granddaughter's facetime ipad? We want to avoid huge charges and using up too much capacity.

No. FaceTime only works on Apple devices. However you can install Skype on the PC and she can install Skype in the iPad and that will work for video calls.

I'd go with Skype or Hangouts if you already have a Google account.
