Hey so i have been messing with my old ipod touch cause it finally turned on again and i jailbroke it and all, but i cant download a single app T_T so i was gunna try manually flashing a higher IOS, Such as IOS 5. Would this fry any hardware, or would this just require my to restore and reinstall my previous version?

Are you logged into the iTunes/App Store on your iPod Touch? Which specific generation of the iPod Touch do you have and what is the current iOS version on it? In any case, I recommend you download the latest iTunes version and then connect your iPd Touch to it to update it to the latest iOS version available for it. I highly doubt updating the iOS version will fry the hardware.

Use WhiteD00r. It will install an unofficial version of iOS 7.

You can't. It does allow to install the older versions of apps.
