Unlocking the Apple 4s from Verozon Wireless USA

Dear All, I am Kumar from india, my cousin has sent me a Apple 4s from USA. It was from Verizon mobiles. When i tried to use the same in india, it is showing that the phone is locked. i have contacted the local engineer to unlock the mobile. he has tried and informed that Server for unlocking Apple 4s was down from Verizon. Can anybody guide how to unlock the Apple 4S from Verizon mobile

One needs to be a Verizon customer in good standing with their account, and meet several other requirements in order for Verizon to unlock a device. No one can help you.

Ask you cousin if he is a Verizon customer in good standing and if he put the phone in his name. If so hew may be able to have them unlock it... I said maybe!
