iphone does not connect to wifi

my iPhone 4 ios7 does not connect to any WiFi networks i have completely reset the iphone and is still not picking them up so do you think that its a hardware problem??

Can't say for certain, but did you reboot both your modem and wireless router? If not, do so and then try to connect.

Then I recommend you put the device in DFU mode, connect it to iTunes and restore, but instead of restoring from a backup, set it up as a new device. Afterwards, enter your Wi-Fi credentials when prompted and try to connect to your Wireless Network. If it works, great. If not, make a Genius Bar appointment with the nearest Apple Store.

Try turning off wifi on your phone, then reboot the phone. Then turn wifi back on.
