Why is it that Icloud is on my device but I cannot access it to change the settings? Additionally, ITunes doesn't allow for changes either. Very Frustrating!

You need the find my iPhone app in order to track devices and that's about as much you can do on any idevice. You can't visit iCloud.com using Safari since it won't allow you. The only way is using a computer and logging on to iCloud.

Very simple on this. Any time you wish to make a change to iCloud or iTunes simply log into www.icloud.com or open iTunes already installed on your computer and make your changes there. Also it is goo to make your backups to these to places as well.
iOS Gravity and Chargehammer like this.

Specifically, what "settings" are you trying to change? You can go to Settings->iCloud and change various things.
