Multiple open floating windows vs tabs in OS 10.9 ??

A comment was made on TWIT that indicated that multiple open floating windows was no longer in OS 10.9 and that functionality was replaced with tabs. Is that really true?

Tabs are an option in Mavericks - 'replaced' may be a bit strong...
