Can I create folders for pictures?

Yes. They are called albums

You can create them in the photo app and then move them from the camera roll

Just don't delete the original image that is on your camera roll. The folders/albums are just to organize.
Try it out snap a picture, create an album and move image into it...it's entertaining how they fly onto the album watch what happens when you delete the original image from the camera roll.... Poof it disappears from the album as well... gone forever
Sooo don't delete the original images. Think of them as a backup when you place copies into your new albums!
